INCITS Announces New Biometrics Standards

INCITS Announces New Biometrics Standards

Washington, DC – December 12, 2005 – The InterNational Committee for Information Technology Standards (INCITS) today announced the approval of a new three-part biometrics standard as an American National Standard. The INCITS 409 series of standards was developed
by the INCITS Biometrics Technical Committee (INCITS M1) and addresses biometric performance testing and reporting.

The INCITS 409 standards develop a common set of methodologies and procedures to be followed for conducting technical performance testing and evaluations. Guidelines are included in the standard that address required test sizes, performance statistics, error reporting, and
presentation of performance results. These procedures can be incorporated in an "end-to-end" system approach or from an individual technical component perspective.

This multi-part standard was prepared by the INCITS Biometrics Technical Committee’s “Performance Testing and Reporting” Task Group (INCITS M1.5) which is chaired by John Neumann of the U.S. Department of Homeland Security. The work of the task group includes
the standardization of biometric performance metric definitions and calculations, approaches to test performance and requirements for reporting the results of these tests. Neumann said of the approval, “INCITS continues to lead the way in developing biometrics standards, and the approval of the first three parts of the INCITS 409 standard is an important milestone. It is anticipated that this standard will eventually be required for performance testing of all biometric devices for access control to be procured for use in airports throughout the U.S.” 

The INCITS 409 series of standards (Biometric Performance Testing and Reporting) consists of the following parts:

Part 1:
Principles and Framework
(INCITS 409.1-2005)

Part 2:
Technology Testing and Reporting
(INCITS 409.2-2005)

Part 3:
Scenario Testing and Reporting
(INCITS 409.3-2005)
